Kothari Commission (1964-66)

The Kothari Commission (1964-66) was the very first education commission in independent India to look at the entire education system comprehensively, from primary classes to higher education. It gave the country the standard 10+2+3 structure, the Three-Language Formula, the idea of the Common School System (Neighborhood Schools), and the ambitious target to spend 6% of the national GDP on education. Its massive report, titled 'Education and National Development', served as the direct foundation for India's first National Policy on Education in 1968, profoundly shaping the administrative rules that secondary aspirants follow today.
